Nyasaland would be prepared to continue to accept responsibility

for such ground organisation as might be required by the

feeder services operating to or through that territory.

7. His Majesty's Government in the United Kingdom trust that the scheme will be sympathetically considered

by all the Empire Governments concerned and that those

Governments may find it possible to participate in the scheme in the manner suggested.

8. As it is desirable that early decisions should

be reached, in view of the time required to develop the

necessary organisation and to procure efficient aircraft

on the scale involved, I shall be obliged if you will regard the matter as one of urgency and if you will

inform me by telegram as soon as possible of the decision of

your Government

in the matter.

9. In conclusion, I would ask that the scheme may,

for the present, be regarded as strictly confidential since its premature publication might have adverse

consequences.
